What does it mean to “work the steps” of 12 step programs?

My older sis only lately commenced a 12 step program pertaining to her alcohol addiction problem. She might seem young, though the girl still for some reason fell into this trap of alcoholism. Aren’t you pretty much proceeding your way through any stages and these stages lead to sobriety? I realize that this person is familiar with just what this guy is speaking about, however I don’t.
